Smart Boy Arkanoid. GameSniped explains that these unlicensed cartridges were produced by a South American company and distributed to rental stores by a company called Video Store Services as a cheaper alternative to real NES games.

This is one of two known Smart Boy Arkanoids. Other releases include Super Mario Bros. 2 and 3, Teenage Mutant Ninja Turtles, and (Tengen) Tetris — an unlicensed copy of an unlicensed game!
